More Strategic Approach Needed

OECD Advices S. Korea to Improve ODA System

The Development Assistance Committee (DAC) of the OECD advised the South Korean government to come up with a new plan so that the nation’s ODA can be increased to 0.3% of its GNI by 2030.

The Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD) held an OECD DAC Peer Review publishing ceremony in Seoul on February 7, providing 12 recommendations regarding official development assistance (ODA) improvement.

The committee said that the South Korean government needs to continue to improve its ODA system and be more strategic in terms of performance management and evaluation. In addition, the committee advised the South Korean government to come up with a new plan so that South Korea’s ODA can be increased to 0.3% of its GNI by 2030.

Furthermore, the DAC advised the government to take a more strategic approach so that its ODA can better reflect the different situations of different countries based on its partnerships with the beneficiary countries.

The DAC also pointed out that the South Korean government needs to change its humanitarian aid strategy and its recommendations also included effectiveness enhancement, better communication, policy consistency, more cooperation with civil society, and more rights of field workers.

At the ceremony, DAC Chair Charlotte Petri Gornitzka asked the South Korean government to expand its role in the field of development cooperation. The government said in response that it will work on new action plans based on the DAC’s recommendations and the Committee for International Development Cooperation will deliberate on and finalize the plans without delay so that South Korea’s ODA can be systematically improved.
